Description: In 2004, Canada passed the first law on compulsory licensing of patented drugs to permit the export of lower cost generics to eligible developing
countries. Yet in 8 years, there has only been one shipment of drugs through Canada's Access to Medicines Regime (CAMR). Patented pharmaceutical companies have staunchly opposed reforms in
Parliament to allow for more shipments, while they pursue increasingly stringent intellectual property rules via the WTO and other trade agreements. These further undermine the options
countries have to protect public health and promote universal access to medicines. Debates over patents and treatment access will heat up again this fall as Bill C-398 to fix CAMR
heads to a vote in Parliament, and the federal government pursues negotiations for a trade agreement with the European Union (CETA) and the Trans-Pacific Partnership (TPP)
that could further hinder pharmacare prospects for Canadians.
